My apologies, though if I may, I would like to suggest a tech used be the franks. I was looking at the Merovingian Franks and how "The Merovingian king redistributed conquered wealth among his followers, both material wealth and the land including its endentured peasantry" (good old wikipedia), and I thought maybe they could have a tech that gave the controlling player a slightly increased gold cost in all units, but an increase in health (or attack or both depending on balancing issues) to reflect that while costing more, the people are more motivated to fight for the king
